Cao Xuan Hien is a Senior Associate of Vriens & Partners’ Vietnam office with over a decade of working experience in supervising and regulating market competition.
Before joining the company in January 2016, Hien was a high-level official at the Vietnam Competition Authority under the Ministry of Industry and Trade. Specifically, he served for over five years as the Head of Division of Anti-trust Investigation cum Deputy Director of the Center for Investigator Training where he was directly in charge of overseeing anti-trust investigations as well as of drafting and reviewing regulations on competition and trade defense instruments. Hien also carried out market studies and policy recommendations for various industries such as the dairy and pharmaceutical industry.
For the past decade, Hien has consulted the Government’s negotiation team in international free trade agreements, including but not limited to the WTO and TPP. Throughout his career in the public sector, Hien has accumulated solid knowledge and hands-on experience with the Vietnamese legal system, and has developed a broad, reliable network with government stakeholders.
Hien holds a Bachelor of Economics degree from the Hanoi National Economic University and a Master of Business Administration degree from the European Business Management School, University of Wales Swansea.
