Elaine Collado

Elaine leads Vriens & Partners’ Philippines practice, where she advises clients on the country’s political and regulatory environment and develops government affairs strategies that support market entry, operations, and growth.

With over 20 years of experience spanning government, international development, and law, she brings deep knowledge of Philippine policy and governance across sectors including digital economy and technology regulation, e-commerce, investment liberalization, fast-moving consumer goods, public–private partnerships, constitutional reform, and governance.

Her career includes senior roles in the Philippine legislature, where she contributed to key policy initiatives such as the introduction of automated elections and supported principals in high-level legislative and executive deliberations. She has also worked with international development partners on trade- and infrastructure-related policy programs, and has consistently collaborated with government counterparts to advance reforms. Earlier, she practiced corporate law at SyCip Salazar Hernandez & Gatmaitan, focusing on mergers and acquisitions, project finance, and litigation.

Elaine holds degrees from Ateneo de Manila University and the University of the Philippines College of Law, has published research on constitutional law in the Philippine Law Journal, and has been a member of the Philippine Bar since 2002.
