Emira Soleha Binti Ramli

Emira Soleha is a Senior Associate at Vriens & Partners’ Malaysia practice. She consults across the technology, healthcare, and energy sectors, with depth in Malaysia’s technology policy and regulatory landscape. She has led research and advisory engagements on Malaysia’s digital ecosystem, with a focus on cloud computing, data protection and privacy, cybersecurity, and artificial intelligence policies.

In the healthcare space, Emira has advised on innovative healthcare financing models and supported coalition-building initiatives on issues such as consumer health, self-care, and cancer care.

Prior to joining Vriens & Partners, Emira worked at Frost & Sullivan, where she consulted for public and private sector clients on issues including smart cities, fintech, and artificial intelligence. She also provided investor intelligence and policy analysis to Malaysian investment promotion agencies to support the attraction of high-value FDI.

Earlier in her career, Emira was with the Razak School of Government in Putrajaya, where she supported training needs assessments for senior civil servants across multiple ministries and prepared speeches for senior government leaders, including the Prime Minister and Deputy Prime Minister. She was also involved in the Malaysian Health Systems Research (MHSR) initiative, a collaboration between the Ministry of Health Malaysia and Harvard University.

Emira holds a Bachelor’s degree in Political Science, with a minor in Economics and Middle Eastern Studies, magna cum laude, from Syracuse University in New York under the Public Service Department’s Overseas Degree Program scholarship. During her time in the United States, she was attached to with Islamic Relief USA in Virginia, supporting advocacy work on international humanitarian and hunger-related issues.
