Mengseang Im

Mengseang is an Associate at Vriens & Partners’ Cambodia office, helping multinational clients navigate the country’s regulatory environment and government affairs landscape. He has brought over eight years of experience across journalism and policy advocacy, with a focus on regulatory monitoring, stakeholder engagement, and turning complex policy issues into clear, actionable strategies. 

Prior to his current role, he was Senior Government Affairs Manager at AmCham Cambodia, where he supported key initiatives including the first Cambodia-U.S. Public-Private Sector Dialogue, the annual Business Climate Survey and Issues Matrix, and specialized advocacy committees. He also served as Policy Coordinator for a USAID-funded regional digital policy program involving six chambers across Asia. He has built working relationships across key ministries and government agencies covering telecommunications, commerce, labor, agriculture, energy, investment, taxation, and customs. 

Before moving into government affairs, he built a career in international media, working his way up to Deputy Editor-In-Chief, with earlier experience as an International News Analyst at one of Cambodia’s leading television networks, covering global trends and foreign policy. 

Mengseang holds a Bachelor of Arts in International Relations from Institute for International Studies and Public Policy (IISPP) and a Diploma in Cambodian Business Law from CamEd Business School. He is a native Khmer speaker, works professionally in English, and is based in Phnom Penh. Outside of work, he enjoys morning cycling and reading political essays.
