Dr. Chua Hong Teck is a counselor at Vriens & Partners’ Malaysia office. He served with the Malaysian Government for 35 years, holding leadership positions in the Ministry of Finance, the Economic Planning Unit, the Ministry of Health, and the Prime Minister’s Department. At the PMD, he also served as the Director-General of the Public Complaints Bureau and later as the Director of the Healthcare National Key Economic Area under the Performance Management and Delivery Unit.
Key highlights of his time in public service include developing health, housing, welfare, women and sports policies under the 10th Malaysia Plan, as well as overseeing the establishment of the Malaysia Healthcare Travel Council (MHTC) and Clinical Research Malaysia (CRM). Other important initiatives he championed include the consolidation of pharmaceutical, medical devices and health tourism statistics, the off-take agreement for the pharmaceutical industry, and the development of the aged care act to drive the healthcare industry’s development.
After retirement, he continued to work in the public policy and healthcare space in various consulting positions. He is also frequently invited to participate in conferences and working committees on issues like healthcare financing and aged care. He also lectures to post-graduate students on health economics and financing.
Dr. Chua holds a PhD in Health Economics and Finance from the University of New South Wales, a Master’s in Public Administration (Healthcare Management) from the University of Southern California. He is also an alumnus of the post-graduate diploma in public administration program at the National Institute of Public Administration (INTAN). He is married with two daughters.
